How to prevent a program from controlling NUMLOCK?

I'm using a notebook VAIO. A program controls NUMLOCK. When I use it, it turns NUMLOCK on to use the keypad, if I turn NL off, then the program will turns on again. How do I disable this program from switch NUMLOCK uncontrollable?
