No difference. With the old induction disk meters, a highly reactive transformer was used to shift the voltage to the meter voltage coils by 90 degrees so that the meter responded to reactive current rather than active current. The little phase shift transformers were small enough that one could be easily held in one hand. Standard Watt-hour meters were used.

Modern electronic meters do both together. All done in firmware, and all done roughly the same in terms of math.
