I want to make a clock that can speed up or slow down based on the position of the a piece that can be rotated around on the same clockface. when its at the top, the clockhand will spin fast, and vise versa, and when it's in the middle section its medium speed. is it possible for someone with no experience? how to do it?

'How to do it?' is extremely open ended.

Mechanically, at the 'zero experience' skill level, this is going to be really hard.

If you can use electronics, it's pretty easy. Motor to drive the 'clock hand', potentiometer to detect position of the 'can be moved around' thing, simple controls to change motor speed based on potentiometer value.
