I have to admit that I don't understand the question.

You need to know what is generating the explosion and how far away this source is from your building.

You need to determine your tolerance for damage. What level of failure/collapse will you allow?

Then you need to do a dynamic analysis as to how your structure responds to the blast in order to determine the effect on the different elements. From this you can design the pieces to perform as you want.

Each of these steps requires a great deal of technical expertise. (Maybe job number 1 should be "become a subject matter expert".)
