How to apply traction free boundary on the top surface of a plate?

How to apply traction free boundary condition(stressxz,stressyz,stresszz are zero) on the top surface of a thin piezoelectric plate? Even if I apply zero value to Fx,Fy,Fz on the surface, I can still get nonzero value of stressxz,stressyz on this surface. Is there any way of applying shear force?
