How much work and how involved work of an engineer/project manager should be?

I am the engineer of record and project manager for MEP renovation at a school. We are in CA phase right now. Owner was supposed to have third party commissioning done on this project but I believe they are not going to hire a commissioning team and save the money. My question is, how detailed should an engineer or MEP project manager's job be during CA phase? On this project there is a crawl space, which is hard to get to. Owner wants us to crawl through the crawl space and review the new HVAC piping and some electrical conduit down there. Can he really expect us to do this or this is usually done by commissioning team? The RFP says that engineer/project manager should "Participate in punch listing and project acceptance steps".
 
The work needs to be done, regardless of who is doing it. You just need to make sure that you've identified the scope increase and the contract reflects the change.
