how does shear relate to tensile strength

I'm assuming shear strength relates to tensile strength by 0.6 Fu. Is this correct, if so where does it come from?

If you look hard enough you will find that for various classes of alloys the value may be slightly higher or lower than 0.6
It depends on some issues related the structure of the alloy.
