How does excess water pressure dissipates? Via consolidatin or via flow? 1

I am having trouble to figure out about the excess water pressure, how does it transform, and what is its effect on shear strength of the soil during its many phases:
If excess water pressure dissipates via consolidation, then how can we compare two identical soil samples, one with excess water pressure, one without, during the buildup phase the excess water pressure, and when that pressure dissipates? Will they be identical at the end?
 
Pore pressure dissipates by flow which can then cause consolidation.
