I have two surfaces I need to add ribs to. The surfaces are 90 deg. to one anther and rise at a 60 deg. angle from the bottom plane. There are several ribs and I didn't know what would be the easiest way. Also how would I create a plane that is at a 60 deg. angle to the top plane if I wanted to use the rib command?

In situations like this it is usually easier to post a file or a screenshot for everyone to take a look at. Rather that guessing at your exact issues. However, when creating the angled reference plane, you need to select the top plane and a linear edge to set the angle. Many times when I create construction geometry I will make sketches to drive the plane location. This allows me to place the plane exactly where I want it to go.

drivefast ... check out the Help > Index > Rib section. You may not need the 60° plane.
