how can I transform fastest mile speed to 3 second gust speed?

I design a building out of US and I used ASCE 7-05 for wind loads. As you know it is given some wind maps for US and the wind speeds are 3 second gust wind speed. I know the fastest mile speed of mine, how can I transform this value to 3 second guest wind speed?

Gust speed can vary dramatically from steady state wind velocities... depends on locale, topography, etc.

Look at the IBC - wind load section, there is a table showing the relation between 3 sec gust and fastest mile speed.
 
Converting Fast Mile to 3 sec Gust see:
ASCE 7-95 Figure C6-1

V3 = Vfm(V3/V3600)/(Vt /V3600)
