How are OPC drivers working?

If I install on a computer OPC drivers (i.e. OPC DX)for all the fieldbuses I have, is the SCADA i'm developping (which is a VB program)will be able to exchange data with the different PLC's through functions and tags contained in the drivers? And can i say that the computer on which all the OPC drivers are installed is an OPC server?
