Hovercraft Hangar Floor - Asphalt Concrete

Does anyone know if a well compacted dense graded asphalt concrete floor meets code for a hangar? We are working on a hovercraft hangar and the fire Marshall is questioning our plan to pave the hangar floor due to absorption and combustion issues.

I take this is a small stand alone??
