Does anyone know of any regs. on how close I can locate a residential hot water heater to 480VAC panels?

You need 3.5 to 4 feet in front of the 480 V panel, depending on the installation. This is covered in the National Electrical Code.

The hot water heater (gas, electric?) installation instructions should indicate required clearances, especially from combustible surfaces.

There may be additional fire code requirements on the water heater.

I don't think there will be any specific clearance between water heaters and electrical panels.
