Hot tapping in low pressure tank

I d like to hot tap (install two- 2 inch nozzels) a small tank that contains crude oil. This tank was designed under API 650. I was checking this standard, but since this code governs design, does not indicate me how to hot tap it. What standard can I look for guiding me thru ?

Hot tapping is just a construction/erection procedure, any nozzles installed on tanks have to comply with the relevant code in terms of design irrespective of construction/erection procedure
