hot tap natural gas piping 1

I am working on a natural gas distribution project, and I am looking for some detail or procedure for hot tapping at the existing natural gas piping. The existing piping is 3" and 4" steel underground piping, and the new branch is 2" HDPE. Could anyone advise where I can find the detail or hot tapping procedure?

Things to consider to make a hot tap
-frabricate branch(weldolet and weld neck flange)according to the company's piping standards
-check the thickness of the header where the welolet is to be welded
-make sure there the product is flowing while the branch is being welded
-pressure test brach after it's welded to header
-consider using a full port valve
 
- "consider using a full port valve" ==> ?

If you *don't* use a full-port valve, how do you expect to get the cutting head through.
