Good Afternoon,
I have read through a few threads on horizontal pour breaks through beams on this forum, but am wondering if anyone knows of a code reference that provides guidance on whether or not stirrups for the horizontal shear need to be added to stirrups used to resist vertical shear?

1) The vertical and horizontal shear demands are not additive with respect to the stirrups. This can be easily demonstrated from first principles and we can get into that if you wish. You may have seen me sketch out the FBD in past threads.

2) I believe that ACI 318-19 implies this in a rather soft way in the provision shown below.
