What horizontal acceleration should be use to assess liquefacton under an ethanol plant?

Probably varies more with the area you are in than the type of plant.
 
It depends on the effects of liquefaction. If the result could be rupture of tanks or lines and numerous personnel incinerated, it would be reasonable to use the 10,000-year PHA. If the only result would be damage to equipment and lost production, the answer is driven by economics.

Surely you didn't think you would get a simple answer.
