hopper bin on roof structure 2

I am looking at a project that will have a 14'ø by 40' tall hopper bottomed bin mounted with (4) legs to the roof of the structure. The CG is about 25' above the roof level with at max weight of 175k.
For seismic loads, would this fall under ASCE 7 chapter 15.4 with R = 2 Omaga-0 = 2
Or would it be under table 13.6.1 for roof mounted stacks, cooling and electrical tower laterally braced below the CG. with ap = 2.5 Rp - 3?

UPDATE
Here is where this ended up.
the attached screenshot shows one of the bins and the start of another of 3 more. The building has (4) 200k bins mounted on the roof.
There is a 24" wide x 24" tall girder wth (16) ½" strand and effective prestress of 422-kips each.
On the short wall, the vertical support and hold down is carried by a 12" x 24" flush wall pilaster in the wall.
On the tall wall, the vertical support and hold down is carried by a 20" x 24" pilaster in the wall below the girder which is decreased to 12" x 24" up to the high roof to carry the out of plane lateral to the higher diaphragm.
There is an 8" thick topping slab over all of the framing to provide distribution and load sharing between girders for loads perpendicular to the girders. This slab also provides the connectoin between the girders and walls by the use of form-saver dowels.
