After drawing a round bar 37mm long x 19.05 dia and a hole 6.35mm dia through middle and c/bored 9.52 dia x 20mm deep , i then proceed to put drilled and tapped m4 holes in one side. How on earth do you dimension these holes (pitch)after they have been put in ???

Try going to INSERT/MODEL ITEMS, in the property manager click the dimension panel. Then in the view of your drawing click the feature. This put in your drawing the locating dimensions that you used in your model
 
You don't dimension them after putting them in, you do it while you are placing the points.

Also if you have multiple holes, it is often better to place just one, and then use a feature pattern to place the others.
It is easier to manipulate the feature pattern, rather than the HW sketch.

On the dwg view, dim the thd i.e. "2X M2 (whatever the call out is) THRU (or DEPTH sym)".

You can also open the feature in the property manager to reveal the generated sketch and then edit the sketch
