Hole position in Circular member/tube 3

How does one position/place a hole on a circular face, for example a locking screw hole in a shaft collar or a penetration thru the side wall of a pipe.
I have done a keyword search to no avail.
Thank you in anticipation

Presumably the origin and therefore your standard planes are at the centre of your cylinder or collar.
Highlight say the YZ plane and click the new workplane icon. Drag the new workplane to outside the cylinder Start a new sketch on that workplate and drill back through the cylinder
 
Depending on which version you have you can also add the hole in the flat pattern (if its a formed tube obviously).

 
Or create a workplane tangent to the cylinder to locate you hole centerpoint sketch.
