Historic Electrode Strength

Hi, Does anyone have any idea on if the Electrode Ultimate Tensile Strength (Xu) for a weld has changed over the years? I am evaluating the strength of a fillet weld done in 1972. Base metal is 300MPa steel with Fu of 450MPa.

Question is too ambiguous. Some electrodes like E7018 have much reduced C today than in 1972. Typical chemistry in 1972 were 0.10% C and 1.0% Mn and in 2015 when I retired were 0.05%C and 1.0%Mn and their higher temperature tensile properties were lower.
 
I should also add that the tensile properties of the 0.05% C electrodes subject to PWHT were lower than those in 1972.
