High saturatuion flux density, coercive force & hardness 1

I'm looking for a material with high saturation flux density (over 2.05 T), high coercive force (at least 35 Oe) and high hardness (over 55 Rockwell C). The material that is currently used is 4140 full hard but it does not have quite enough saturation flux density. It maxes out at about 1.95 T @ 100,000 A/m. I know of several other material that have higher saturation flux densities but they are all too soft.

Can the hardness req't. be met with only an outer layer, e.g. case hardening a soft steel?

Yes, case hardening should be possible.

Case hardening would let you move to a lower alloy grade to improve saturation, however you will likely loose some Coercive at the same time.

Select one of your other materials and have some samples made. Either carburize or nitride them and see what you get.
