Uhmmmm. We have one note stating all dimension are in inches.
We have another note (bottom right corner) stating all of the dimensions are in metric. (Maybe meters?)
 
Definitely inch measurements. I think the Metric note is part of a drawing template that was incorrectly chosen. Not a good drawing.
 
I've seen worse: one drawing I recently worked with called for tensile strength of a QT steel of 120 psi and yield of 95 psi. My definition of a non-structural steel! (While this may be an easy mistake to make the first time the drawing was prepared, there is no excuse for not catching it in th 4 subsequent revisions, including the one that added an alternate material with its own "psi" requirements).
