If one assumes it is a drum type boiler, then there will be sections of some evaporator headers that are stagnant and thus allow oxygen corrosion cells to develope and damage the metal. Also, during outages when there is zero circulation in the boiler there will be oxygen corrosion damage in all of the thin wall furnace waterwall tubes. Oxygenated water can only be permitted if there is a significant velocity of water in all of the tubes and headers, zero velocity allows oxygen corrosion cells to form.
