What are the consequences of operating a 60t/h pressure boiler with an oxygen content above 1 ppm?
 
60t/h is a steam production rate, not a pressure; you are going to have provide far more information in order to receive an answer of any value

If one assumes it is a drum type boiler, then there will be sections of some evaporator headers that are stagnant and thus allow oxygen corrosion cells to develope and damage the metal. Also, during outages when there is zero circulation in the boiler there will be oxygen corrosion damage in all of the thin wall furnace waterwall tubes. Oxygenated water can only be permitted if there is a significant velocity of water in all of the tubes and headers, zero velocity allows oxygen corrosion cells to form.

What kind of Deaerator do you have in the BFW system? vendors usually guarantee up to 7ppb for dissolved oxygen with Pressure Deaerators.

Boiler tubes have already failed, right?
The failure is due to pitting corrosion.
Pits could be anywhere, but the horizontal portions of the water wall tubes are quite vulnerable.
