Hello, I am hoping for some help, I am stumped. I need a low-cost simple way to coat or modify a surface. The substrate material selection is not final and could alternatively be a metal or a thermoplastic/graphite blend. The surface needs the following properties, which so far seem to be mutually exclusive - I'm hoping that’s not the case and that someone will have an idea.

1. high emissivity surface >.9
2. the operating temperature range is 275-325k (35-125F)
3. hydrophilic, filmwise surface properties
4. permanent, suitable for wet conditions
5. hoping for a field-applied solution, if possible

The purpose is surface condensation flow control.

Any ideas?
