High contamination, low flow pressure reducing valve for particle counting application

I am setting up a hydraulic oil filter multi-pass test bench. I will be using online counters capable of 1,000 psi, however in order to precisely control flow rate through the sensor I am using a Fluid Metering Inc. piston style metering pump. I've chosen the STRH pump which can only handle up to 100 psi.

The circuit I will be measuring particle counts in will be running on the order of 200 to 400 psi. As seen in SAE ARP4205 (Aerospace Fluid Power - Hydraulic Filter Elements - Method for Evaluating Dynamic Efficiency with Cyclic Flow) there is a pressure reducing valve upstream of the metering pump.

I've had little success finding a valve which can handle the extremely low flow rates (10 to 25 mL/min) and high contamination levels (likely around ISO 22/20). Do any valves come to mind for this application?
