HIC and SSC testing requirements 2

Hi all,

I am in the process of evaluating bids for pipes to be used in a sour service. NACE MR 0175 is applicable for these pipes.
Majority of vendors are stating that since they are supplying pipes with sulpur content less thant 0.01%, HIC test need not be done. Is this an acceptable condition?
Can anyone here shed some light on the actual requirement of HIC and SSC testing on pipes used for severe sour service as per NACE standard?
Pipe Material: API 5LB PSL-2.

If you are using API Spec 5L, and you have invoked Annex H, then HIC testing is a mandatory requirement and the suppliers should not even entertain making such statements. With regard to SSC, the majority of people tend to rely on hardness control as the means to provide resistance. In annex H, SSC is a test to be agreed and the end user needs to ascertain whether they feel it to be necessary. One example of where strong consideration should be given to an SSC test requirement is the seam weld of HFW pipe. Guessing from the suppliers' replies, the enquiry is for seamless pipe.
