Can a material e.g SA-516 GR 70 be specified for both HIC Resistance and NACE applicability at the same time?? if not then which is more stringent HIC Resistance Testing OR NACE Compatibility?

It is assumed that 'NACE applicability' means 'resistance to sulphide stress cracking'. If you refer to ISO 15156-2, you will note that it addresses both SSC and HIC. Qualification for SSC resistance could simply be by heat treatment condition and hardness testing. Specifying HIC resistance is a different matter as it will need to cover steelmaking, chemical composition and plate rolling. By 'most stringent', if you mean 'most costly, it will be HIC resistance for the reasons outlined above. Plate manufacturers can easily hit the hardness limits, they cannot easily get the plate through a HIC test.
