Relief valve flanges are just like piping flanges that they mate with so a likely governing reference would be B16.5.
Full Nozzle safety-relief valves WOULD have a thicker raised face than the nominal 1/16" RF on a standard ANSI flange.
Facing, or surface prep of the flange has more to do with the application: Use serrated flanges 125-250 Ra if you are using composite gaskets. If you intend to use Flexitallic-type (Spiral-wound) gaskets it is then appropriate to use smooth-faced flanges because the spiral-windings form a moire pattern on the serrations and it is more likely to get a leak.
