i have a residential that is supposed to be a momo but they poured 8" footings and are going to pour the mono on top and the first pour has been poured for a week is there acode referance or a proper way to bond these two together and be struceraly safe to keep home from shifting in the futer thaks

What is a "momo" and a "mono"? Reinforcing steel through a construction joint is the usual way to connect the different pours together. A crack can be assumed to occur anywhere in concrete and that is why no tensile strengths are assumed.
