I would consider a pressure pump at these flow rates. If you can live with a batch, make a vessel to place a gallon into and pressurize the top of the vessel with a gas. You can use an inert gas like nitrogen from a bottle. If your regulation is not required to be close you can often get by with an orifice. You did not specifiy a back pressure. if your delivered pressure does not change much you may control flow with an orifice and the pressure pump controls.
