Help regarding pullition on a beach.

Hello everybody.

I am starting this thread since I have a problem regardim my hometown beach.
It is a sandy beach located in Albania.

20 years ago it used to be in a very good shape, with no pollution, and a very beautiful view. It has a coast line of 7 km, and it is part of the Adriatic Sea.
In it there is a river flow, which circulates and deposits very much trash.
The river flow was deviated some years ago to be poured into this part of the beach, and this happened because of a political move because before the river had it's flow into another beach, but there the government saw it better suited to proffit money more easily, so they deviated the course of the river.
From the moment that the river started to depost it's contents on the sea, the sea brings them on the shore, making the seashore unusable and not comfortable, plus very very dirty.
Now the problem is not only the seashore, but there is also pollution on the sea, it has lost it's transparent indicator and it is very dirty.
What method can be used to prevent more pollution, and to clean the one that is already stationed ? Is there any kind of filtering system that can be applied on the part where the river meets the sea ?
I am talking about a governmental magnitude investment, with a concrete plan, detailed and structured.
Also , there is a second phenomenon which partially causes the first one, but it might be a consequence, I don't know...every year, the water keeps retreating away from the shore, causing it's inner holdings, pollution, garbage (thrown on the river-deposited on the river-sea meetpoint) to be stationated on the shore.
How is this possible ?

Are there any solutions (excluding here the re-deviation of the rive flow).
