Help, new 9 month old home has 40-45% moisture in concrete

Hello, our new home was built in upstate NY and we have 9' poured in place walls, the pour was during the winter and the GC said "all appropriate" (vapor retarders outsside, french drains, under slab barrier) measures were taken. The basement was finsihed off (complete interior walls, cielings etc. for all 1350SF) including flooring within three months.

Last week we had to throw out our carpet and pad as we had mold issues. We hired an inspection firm and they meter tested the surface of the concrete walls (exposed in mechanical room) and floors (after tear out) and the reading are pretty consistent at 40-45% througout the pour.

Is this way too much? Also if it is, any ideas upon why it would still be so high?
