Heli Fuel package

In one of the Heli Fuel package for the Northsea project, the filter water separator ( complying to API 1581) vessel bottom boot where the water is getting collected require any heat tracing ? (when the atm temperature is sub-zero) ? Client asks us to check for this scenario for such intermittent operation of the package . Vendor informs that this is not envisaged and recommends to drain the water after every fuel filling to ensure that the water does not stagnant there and hence no heat tracing is required.

The minimum atm temperature is -7 Deg C

Perhaps the vendor should be encouraged to spend some time on the platform and to go up in the helicopter daily in sub zero weather, knowing that the water is supposed to be drained daily, but hey, s**t happens and there is no guarantee that this will actually take place
