hey guys,

so I'm in asce 7-16 working on seismic loads for components and I'm using equation 13.3-1. However, it provides the definition of "z" as shown in my title, but it doesn't explain what "the base" is. What do you guys consider the base? In my case, I'm attaching a building to the roof of an existing structure and would consider the base "0" or grade level.
 
The base is the same as that used for seismic design of the building. Generally that's grade level. For attachment to the roof, z/h is always 1.0.
