HEC RAS output and drafting the floodplain

I have ineffective areas shown on certain cross sections for my 100 yr boundaries. Would this need to be included while drafting the 100 year floodplain?

Yes if they are below the water surface for the event modeled ( 100 year, 500 year, X year ).
