Heave associated with cold weather,Lime Stab. & sulfate concentrations

I have been asked to do a forensic investigation/evaluation into the movement/expansion of some pavement with severe cracking. Initially, I believed the movement to be from the expansive clays common to the area. Assuming lime stabilization was used in construction (which is also common practice for dealing with the clays in this area), can there be cold weather, sulfate induced heave 16 years after initial construction? Can the sulfate heave continue throughout the life of the pavement, or is it a one time occurance?<br>

I am in the process of testing for sulfate right now. Any comments will be welcomed.
