Materials
The HT required by B338 is a stress relief. It is just to get the properties into the right range.
These materials are never annealed, they go from massive billets to finished tube with just stress relief along the way.
This is why they have such an extreme grain orientation texture.
The modulus in the various directions (circumf, long, through wall) can be 30% different from each other.
