Heat transfer / electrically insulated material

I need to find a material that gives great heat transfer rates yet is electrically insulated. The application places the material in between two .030" thick brass terminals of opposite poles in a household device running 15amps on a 120V circuit. For UL certification the device will be subjected to a dielectric test of 2500Volts for up to 1 minute without passing through the insulator.
Cuurently I have looking into Mica at .020" thick but am seeing a loss of 28-35ºC at a running temp of 145ºC.
An ideas for other materials to try would be much appreciated - thank you in advance for your help.
