Head/Shell Thickness 1

Could anyone reference where the line "Head must either be thicker or attachment butt joint must be spot radio graphed" from Secion VIII Appendix L-1.5.3(d) comes from?

The required thickness (0.281") is greater than the corroded thickness (0.25") so the part fails. This could be fixed by increasing the head thickness, or by increasing the joint efficiency through spot radiography. Does that make sense?
