VALVE OF THE GAS PIPELINE LOCATED CLOSE TO THE FENCE IS MAKING CLASSIFIED AREA - DIVISION 2 OUTSIDE OF THE PROPERTY, OUTSIDE OF THE FENCE. AREA AROUND THE FENCE IS PROVIDED FOR THE TEMPORARY ROAD - FOR MAINTENANCE.
THE FENCE CAN NOT BE EXTENDED - BECAUSE IS NOT THE SAME PROPERTY.
HOW TO CREATE SAFE AREA OUTSIDE OF THE FENCE ?
 
Suggestion: If possible, a wall might be built according to local, state and federal codes and regulations having jurisdiction.
 
Gas detectors could be installed outside fence, and on both sides of the temprary road. These will operate gates in order to stop the traffic in case of a gas detection. Check with AHJ to see if this meets the local codes.
 
You could enclose the above ground part of the valve in a shelter with gas tight wall materials with an opening in the direction away from the fence so that the opening in the shelter becomes the "point of release" and reference point for distance to the boundary of haz Area. I have this idea with the opening run through a sort of tunnel.
 
Suggestion to the previous posting: That is even better than the wall alone.
 
If the road is temporary then I suggest you strictly control access through the hazardous area using a standard work permit and procedures approach (i.e. prevent unauthorised access and test the area for gas before and during access).
