Having trouble getting Customer Default settings to take effect

When I create a new sheet, the settings are set to 1st angle view. We need 3rd angle views. In Customer defaults I had to do a search to find it, using "Projection" but I set it to 3rd angle. It is set to 3rd angle in USER, GROUP, and SITE. Still, when I restert UG, and create a new file, and add a sheet, it still says 1st angle.

This is also happening with the Ordinate dimension setting under Preferences - Drafting - Ordinate. We need the Positive Direction to be set at "USER DEFINED", but no matter how we set it in Customer Defaults, it still shows up as "ALL"

Any suggestions as to why some Customer Default settings are not taking effect?
 
Most customer default settings only take effect when you create a new blank file; if you create a new file from an existing template, the settings from the template file are used. You will need to open the template files and change the preference there to affect new files created from the template. For existing files, change the part preferences.

Thanks for responding. I just went to FILE - NEW. There was a list of templates we use, so instead of using the usual one, I used the Blank at the bottom. This still had the 1st angle projection set when I tried to add a drawing sheet. Then I started a new file and deselected the hi-lited template so none were selected. This file still has the 1st angle set. Am I doing it wrong?
 
I didnt mention it before, but this is NX9. Just in case this makes a difference.
 
Did you restart NX after making the change?

Do you have multiple versions of NX installed? If so, are your environment variables pointing to the correct version?

I was sure I had, but I just restarted UG to be sure. It still has 1st angle set when I add a sheet, and if I go to Customer Defaults, it is at 3rd angle.
 
OK, this option is set in a Drafting Standard, which behaves a bit differently than other Customer Defaults.

After making your change in Customer Defaults it will be saved in a specific Drafting Standard. After you restart NX and you open your Drawing, go to...

Preferences -> Drafting -> General /Setup -> Workflow

...and at the bottom of the page you'll find a section titled 'Drawing' and an option titled 'Settings Origination'. Change this from 'Drawing Template' to 'Drawing Standard' and see if that has the desired effect.

Ok, I tried this and didnt see any change, but just out of curiosity, wouldnt that only change something for that file? The problem is we have several people, some of them young and new, who will create, open and work on files. Too often someone will not set it to 3rd angle and will place the views not noticing it is wrong. This causes us to have to make a lot of changes, sometimes practically re-doing the work to fix it. So we are trying to make it so that when someone starts a new job, or creates a new file, it will automatically be that way.

As mentioned earlier, we have the same problem with the ordinate dimensions, though this is simply to save people the annoyance of having to always check that setting. Nothing serious as it is not too difficult to change it after its done.

I saw a post somewhere else where someone mentioned something about updating templates. Can we change settings for templates already created?
 
Another example of what doesnt seem to be effected is the Border Display color for views. In Customer Defaults we set it to show the borders and use a dark gray color. Then even in new files after restarting UG, the preference setting under Drafting - view - Workflow, is still white.
 
You open the actual templates as normal part files, then make the changes and save the files.

Thanks for the help all. Unfortunately, I will have to wait til somebody gets backin town to get permission to make any changes to the templates.
