Has anibody used Electrilisis to reduce BOD of Paper Mill effluents?

I read about a year ago that a paper mill in Italy had used an electrolisis process to reduce BOD in a paper mill effluent instead of using an activated sludge biological reactor becuse of great savings in power comsumption
Has anybody knowledge about this plant in italy, or about the aplication of this process.
I researched a little and apparently the process might offer great advantages if you want to use a Microfiltration and RO systems after the electrolitical process.
