HArdness testing procedure

I am getting feed back from a customer on a hardness testing procedure I am developing. I have written that if there are unacceptable readings found that 2 additional readings will be taken on the same piece within 2" of the unacceptable readings.

The customer wants me to change the 2" to the thickness of the pipe being tested. Is there a code or other clarification on this?
