Hardened concrete

There are 20,000 bags of 940lb bagged cement (9400 ST) which have gotten wet. I am considering their use for a buried revetment base layer. Neat cement is highly alkaline and might have detrimental effects on the marine life, even if buried. How soluble is neat hard cement and could it in time 'dissolve'? I have seen old bagged cement in old shipwrecks which did not seem to have deteriorated.

The Corp of Engineers has allowed pipelines to place 80 pound bags of cement (dry) over pipelines in the Houston Ship Channel to keep the lines submerged. I would call the Corp and see what they say.

This might be a bit to empirical, but why not throw a bag of the stuff in a drum full of the water from where you want to use it and test the water pH over time. This hould give you good indication if it wiil affect water ph. It should also allow you to observe wether it holds up in the environment.
