Handrail Safety on Rooftop

At my treatment plant, I have a roof with a 2' wall. On top of the wall, I have some handrails. The distance between the handrail and wall is 20".

OSHA requires that no opening in a guardrail system be greater than 19".

Can I satify this requirement by adding a 3.5" high toeboard between the handrail and wall?
