should a post tension slab be heated if temperature were to fall below 32F less than 12 hours after the grouting operation and if so, please explain why.

Where do you propose to measure the temperature?

There is a big different between adjacent material temperature and just a simplistic air temperature!

The mass and thermal inertia of a concrete element takes time to change and can still be cold even with the air at 60F due to the time lag.
