grounding and bonding of the fuel tank storage

I have a question regarding the grounding and bonding of the fuel tank storage when it is close by or within an electrical facility.
I was wondering if the grounding grid of the facility should or should not be connected to the metallic structure of the fuel tank such as a propane tank.

For the jobs that I have been involved in at refineries, the storage tanks have always had separate earth pits / rods, the number of which depended on the size of the tank. Not connected to the main earth grid. I’m not sure of the reasoning behind this, just an observation I have made. I’m sure someone more knowledgeable will explain.

I think it would depend on the purpose of the grounding. I'd think you'd want this tank at the same ground potential as whatever it is hooked up to. Especially if the fuel supply is regularly unhooked and reconnected. Our gas piping is bonded and connected to the same ground rods as the engines that it is hooked up to to prevent arcing when connecting or disconnecting the fuel supply. I wouldn't connect it to the same ground as power generating equipment unless it was an integral part of that system. Again, I'm a mechanical and have limited knowledge of electrical system integration but that seems like good practice from my perspective.
