Looks more like they were given the wrong measurement from historical plans. Perhaps they need to follow this rule, "measure at least once".

"The bridge doesn't fit," said Thomas Grün, the mayor of Bürgstadt in the state of Bavaria, turning to a group of kindergarten children.
